Contractual doctors working in Bihar government’s hospitals/ health institutions will now continue in their service till the age of 67 years.
A meeting of state cabinet chaired by CM Nitish Kumar on Wednesday approved a health department’s proposal to increase the retirement age of contractual doctors to 67 years from the existing 65, on the pattern of regular government doctors.
A total of 17 proposals of different departments were approved at the cabinet meeting.
Patna based Guru Gobind Singh (GGS) sub-divisional hospital will now be upgraded into a full-fledged district Sadar hospital. The cabinet approved a health department’s proposal in this regard.
Out of total 38 districts in the state, only Patna and Darbhanga districts earlier lack district-level sadar hospitals. With upgradation of GGS hospital into district-level hospital, Patna gets its Sadar hospital.
“The health department has already sanctioned a 100-bed district Sadar hospital for Darbhanga,” principal secretary (health) Sanjay Kumar told TOI on Wednesday.

The Supreme Court has taken a serious note of 150 medical students in Bhopal being left in the lurch after permission of a college for admission in the academic session 2017-18 was denied by the Medical Council of India (MCI).

New Delhi: The Supreme Court has taken a serious note of 150 medical students in Bhopal being left in the lurch after permission of a college for admission in the academic session 2017-18 was denied by the Medical Council of India (MCI).
The top court has asked the MCI to suggest a solution to thwart the crisis and place on record the details of vacant seats in Madhya Pradesh and adjoining states for the academic session 2017-18.
A vacation bench of justices U U Lalit and Deepak Gupta expressed concern of the situation and wondered as what should be the approach to deal with the matter where the students were allocated seat by the central counselling agency to a particular college, which had later ran into difficulties.
“It is not as if the admissions in question were not in fair and transparent manner. On the other hand, the state authorities sent or directed the students to this college. Can the students be now left in the lurch,” the bench asked.
During the hearing, advocate Arjun Garg, appearing for the Madhya Pradesh government, said not a single seat was available in any of the medical colleges in the state for the academic session 2017-18.
The bench asked Garg on whose instructions he has been making such a statement and warned that if at a later stage, the submission was found to be wrong, it would haul up the official concerned. Garg said he has instructions from additional chief secretary for medical education in the state and named the official as R S Julani.
“The correctness of that statement will certainly be considered but at this stage it must be stated that the status report on record filed on behalf of the state of Madhya Pradesh on May 2, 2018 does not indicate the stand which is now projected on behalf of the state of Madhya Pradesh,” it said.
It said that the MCI should place its view in the matter and suggest a solution, if any.
“We also direct the MCI to place before us the details as to vacant seats available in colleges in state of Madhya Pradesh and adjoining states for the academic session 2017-2018. The MCI shall file appropriate affidavit within two weeks giving complete details of vacancy situation as indicated above,” the bench said.
It listed the matter immediately on reopening before the appropriate bench and sought response from Directorate General of Health Services (DGHS).
The top court was hearing a matter related to RKDF Medical College Hospital and Research Centre which was initially accorded approval by the MCI and the Centre to take admissions for MBBS course for academic session 2014-15.
However, after the inspection was undertaken by the MCI for the next academic session (2015-2016), no renewal permission was granted and the college was debarred from making any admissions.
The college again was allowed to admit students for academic session 2016-17 but denied permission for academic session 2017-18.
However, through an interim order, the apex court granted permission to take admission of 150 students for academic session 2017-18.
The entire batch of 150 students was admitted and all admissions were made pursuant to the allocations of seats made by the state authorities through the central counselling agency.
“The facts on record indicate that the renewal permission for the academic session 2017-2018 was finally not granted, which has, therefore, left the question to be considered as to the status and the rights of those students who were admitted pursuant to the interim order and who were allocated by the central counselling agency,” the bench said.
The top court said that one of the terms of essentiality certificate under which a college is allowed to be set up and make admissions is that in case the college runs into any difficulty, the state shall take care of those students who were admitted in such college.
The bench said that the top court had expressed its concern over the fate of students through its interim order passed from time to time and said that the students in question must be accommodated in other colleges firstly in Madhya Pradesh and if not, then in the adjoining states.

Why This Inspiring Doctor’s Departure from Odisha Town Moved Hundreds to Tears!

No one could have imagined that the same town which was once wary of Dr Kishore Chandra’s posting to its community health centre would be moved to tears at his farewell.

A social media post showing 500 people marching in procession, playing drums and hugging the 32-year-old doctor, while bidding him goodbye is going viral!

From the youngest to the oldest, every local in the quaint town of Tentulikhunti in Odisha feels indebted to the 32-year-old doctor. And it wasn’t a surprise to see them (including the doctor) all teary-eyed, as he packed his bags to leave the town to pursue a postgraduate degree in orthopaedics at a private medical college/hospital in Bhubaneswar.

One would wonder what did the man do to deserve such respect? Well, the list is long.

Kishore was posted to the dilapidated community health centre in Tentulikhunti eight years ago. During this time, he transformed the rundown structure into a modern medical facility, equipped with an operation theatre of its own.

According to a Hindustan Times report, Kishore, a graduate from the Rajiv Gandhi University of Medical Sciences in Bengaluru started working in Tentulikhunti when over 80% of specialist positions in the medical field were lying vacant.

He often worked long hours to treat people who would travel long distances to meet him. Dr Das told HT, “People would come here from far-off places, spending as much as Rs 300-400 on travel. I felt bad turning them away just because he had arrived late.”

It wasn’t just his goodwill that made him such an appealing personality among people. He single-handedly transformed the health centre by setting up an air-conditioned delivery room, an operation theatre, and an oxygen concentrator, in addition to other facilities.

And it wasn’t just Tentulikhunti he catered. A year into his practice, when the village of Jharigumma in the vicinity fell prey to a diarrhoea outbreak, he formed a medical team to ensure quick relief and even pressured government officials to stop the discharge of sewage into the local well, which was one of the causes for the epidemic.

It was only a matter of months until he got every villager in this inaccessible place vaccinated against measles.

Lauding the doctor’s journey, Tentulikhunti Block Development Officer, Anakar Thakur, said, “Dr Das was always at the beck and call of over 70,000 people on our block.”

And before he left the town, Dr Das planted over 500 saplings on the hospital campus.

Dr Pramod Kumar Meherda, Health Secretary, Odisha, told Hindustan Times, “We are very proud of him. Doctors like him are our role models.”

Moved by the affection of the locals, Dr Das said,

“I will surely return to Tentulikhunti if I get the chance. Since childhood, I was told that doctors are like God to their patients. The people here treated me like one.”

The entire village walked alongside the doctor to see him off. Such was the crowd that the main road of the town was jammed for over an hour!

If that isn’t true love, we don’t know what is. Dr Kishore Das and the unusual rapport that he shares with these humble locals is an inspiration for several doctors who are sceptical of being posted to remote villages for fear of being disconnected from the rest of the world.

It is only in quaint villages and towns like these that love is immeasurable and medical practitioners are given the respect they truly deserve.

हॉस्टल्स की हालत बहुत नाजुक है देश के भावी डॉक्टर्स सुविधाओं के अभाव में जी रहे है ना उपयुक्त नहाने धोने के लिए पानी है और ना ही प्रशासन के द्वारा पीने के पानी की सुचारू व्यवस्था करवाई जा रही है ,छात्रों को खुद के दम पर ही पानी के कैंपर मंगवाने पड़ते है।

छात्रों में भयंकर रोष देखा गया है, हालाँकि आन्दोलन के बाद कॉलेज प्रशासन की आँखें खुली हैं !

सीएम को मुझसे क्या काम ! मिलना है तो वे ओपीडी में आएं, डाक्टर का जवाब सुनके सीएम रह गए सन्न ।

बीजेपी के महा संपर्क अभियान को आज तगड़ा झटका लगा, BHU के जाने माने डॉक्टर ने मुख्यमंत्री योगी से मिलने से इंकार कर दिया। सीएम से पहले उनके अफसर डॉक्टर से मिलने गये और उन्हें सीएम के आगमन की जानकारी दी तो उनहोंने वापस लौटा दिया यह कहते हुये कि मुझसे कया काम है मुख्यमंत्री को मिलना हो ओपीडी मे आये।

मरीजों की सेवा ही जिसके जीवन का एक मात्र लक्ष्य हो। सुबह से शाम तक अस्पताल की ओपीडी में वक्त गुजारना जिसकी फेहरिश्त में शामिल हो, जो अपने अक्खड़पन के लिए विख्यात हो, अस्पताल के अलावा और कहीं किसी से न मिलना जिसकी फेहरिश्त में शामिल हो, उसे भला कौन डिगा सकता है उनके आदर्शों से। फिर वो सीएम हों या पीएम कोई फर्क नहीं पड़ता।

ऐसे शख्स से सीएम योगी आदित्यनाथ के मिलने का प्रोग्राम बना दिया जिले आला अफसरों ने। लेकिन अपने वसूलों के पक्के इस चिकित्सक ने साफ इंकार कर दिया। उसके बाद से जिला प्रशासन ही नहीं बल्कि समूची बीजेपी में हड़कंप मचा है।

जान कर आश्चर्य हो सकता है कि इस भौतिकवादी युग में भी एक ऐसा डॉक्टर है जिसके लिए पैसे का कोई महत्व नहीं। केंद्र सरकार की नौकरी से सेवानिवृत्ति के बाद भी निःशुल्क सेवा दे रहे हैं, बीएचयू अस्पताल को। बदले में पूरा वेतन तक नहीं लेते। यह प्रख्यात कार्डियोलाजिस्ट जिन्होंने 1974 में लेक्चरर के रूप में बीएचयू में अपना करियर शुरू किया और आज वह बनारस में किसी देवदूत से कम नहीं।

शोहरत ऐसे ही अपने कर्म से कमा लिया। केंद्र सरकार ने 26 जनवरी 2016 को गणतंत्र दिवस के अवसर पर पद्मश्री से नवाजा। लेकिन जिस ख्वाब को संजोकर मदन मोहन मालवीय ने बीएचयू की स्थापना की उस ख्वाब को टीके लहरी आज भी जिंदा रखे हैं, 2003 में बीएचयू के सर सुंदर लाल चिकित्सालय से सेवानिवृत्त होने के बाद भी अपनी सेवाएं दे रहे है।

इतना ही नहीं, सेवानिवृत्ति के बाद मिलने वाली पेंशन से सिर्फ अपने भोजन के लिए पैसा लेते है। शेष पैसा बीएचयू को दान दे देते है। उनकी इस कर्तव्यनिष्ठा को देखते हुए ही उनकी सेवा इमेरिटस प्रोफेसर के तौर पर अब तक ली जा रही है।

75 साल की उम्र में भी वक्त के इतने पक्के हैं कि उनके आने-जाने के समय से लोग अपनी घड़ियों का समय मिलाते हैं। घर से पैदल ही अस्पताल तक जाते हैं। शरीर एक दम से हड्डियों के ढांचे में तब्दील हो चुका है। लेकिन मरीजों के लिए भगवान् से कम नहीं।

ऐसी महान शख्सियत को राजनीति में घसीटने का बीजेपी के प्रयास को उस वक्त तगड़ा झटका लगा जब सीएम योगी आदित्यनाथ के वाराणसी आगमन और रविवार को कुछ खास शख्सियतों से संपर्क अभियान के तहत मिलने की योजना बनाई गई। बताते हैं कि इसी सिलसिले में जिले के आला अफसर उनके आवास पर दो-तीन बार गए पर मुलाकात नहीं हो सकी।

शनिवार की शाम को मुलाकात हुई भी तो डॉ लहरी ने पूछा क्या काम है, यहां क्यों आए ? अफसरों ने कहा कि मुख्यमंत्री आपसे मिलने आने वाले हैं, जवाब ऐसा कि मुख्यमंत्री मुझसे क्यों मिलने आ रहे हैं ? मैं अपने आवास पर किसी से नहीं मिलता। उन्हें आना ही है तो ओपीडी में आएं। मैं घर पर किसी से नहीं मिलता। ऐसा जवाब सुन कर अफसर भी सन्न रह गए।

बावजूद इसके सीएम के आगमन के मद्देनजर साफ सफाई कराई जाती रही। जब घर के भीतर साफ सफाई की नौबत आई तो वह फिर से नाराज हो गए और सफाई कर्मचारियों को बाहर का रास्ता दिखा दिया। उनके रुख को देख कर अफसरों ने सीएम का कार्यक्रम कैंसिल किया। लेकिन पूरे शहर में यह बात फैल गई और हर कोई डॉ लहरी के इस रुख का कायल बन गया। चारों तरफ उनकी तारीफ में कसीदे पढ़े जाने लगे।

वैसे भी उन्हें नजदीक से जानने वाले अच्छी तरह से जानते हैं कि उनका राजनीति से कोई सरोकार नहीं। 1974 से 2018 तक वह बीएचयू अस्पताल से जुड़े हैं लेकिन कभी किसी विवाद में नहीं पड़े। जिसने भी देखा उन्हें धरती के भगवान के रूप में ही पूजा।

डॉ लहरी के न मिलने पर सीएम को बीएचयू की पद्मश्री प्रो. सरोज चूड़ामणि गोपाल और चंद्रमौली उपाध्याय, ज्योतिषाचार्य से मिलवाया गया। इससे पहले वह प्रसिद्ध गायक पंडित छन्नू लाल मिश्र से जरूर मिले। उन्हें बीजेपी की रीति-नीति से अवगत कराया।
